Industrial Development Authority (IDA)
IDA is an Egyptian governmental authority affiliated with Ministry of Trade and Industry.
Responsibilities:
-Allocating industrial lands to investors and facilitating their obtaining industrial licenses
-Implementing the industrial policies set by The Ministry of Trade and Industry and its affiliated authorities.
-Stimulating and encouraging investment in industrial sector
-Developing the necessary policies and mechanisms to link the requirements of developing industrial sectors with scientific research activities and technology related to them.
-Considered an essential step in the investor’s journey, as it is the authority through which the investor obtains a license for lands and units to establish the project. It also follows up with the investor on his journey in issuing building and facility licenses, the industrial record, and the operating license.
-Provides the General Authority for Investment (GAFI) with the plot data required to be included on the investment map website, which includes (the city - the plot number and its coordinates - the block - the area - the activity - the surface area - the parking lot - the price per meter) and also provides a PDF copy of the brochure for the offering.
-After announcing the offer, applications for investment opportunities are made electronically by creating an account, through which the investor can view the terms and conditions brochure and purchase it in preparation for completing it with the required documents, which are (commercial record - company contract - tax card - applicant’s national number – agency agreement - payment receipt of the brochure - payment of 10% of the total value of the land - payment of the costs of studying the privatization request - operating license or industrial record for expansion requests).
-A technical and economic feasibility study must also be prepared if applying for a plot of land with an area larger than 5,000 m2.
-After completing the previous steps, the privatization requests will be presented to the Technical Decision Committee formed in accordance with the provisions of Article No. 32 of Law No. 95 of 2018, and then presented to the Supreme Committee formed in accordance with Ministers Council decision No. 2067 of 2022.
-In case of approval, both the concerned party and the state entity will be notified with the decision of the allocation approval and IDA collects a quarter of the value of the land (with a zero-sum account) and transfers it to the bank account of the relevant authority to ease the process for investors.
-Then the land is delivered through the relevant authority and the relevant authority will follow up on the implementation stages of the scheduled program.
-Finally, the final sale agreement is executed between the relevant authority and the investor after the full payment for the land is made and the seriousness of the investment is proven through obtaining an operating license and an industrial record.
-The incentives (financial and documentary) provided to investors to complete the proof of seriousness for the allocated lands through the (investment map).
Financial concessions:
-Reduce the application processing fees to 2,500 EGP instead of 5,000 EGP.
-Cancel the proposal submission fees.
-Reduce the booking deposit to 10% of the total land value.
-Exempt from submitting a bank guarantee letter to ensure project execution commitment.
documentary concessions:
-Provide a simplified model of the project features instead of a comprehensive technical and economic feasibility study that includes all project details.
-Exemption from submitting the credit file.
-Submit a bank statement covering 50% of the total land cost instead of submitting a bank statement covering 25% of the total investment costs of the project.
-Enable electronic submission through the investment map instead of paper-based procedures.
