The Egyptian Drug Authority (EDA) has announced the issuance of the Regulatory Guide for the Rules and Procedures Governing the Mechanisms for Granting Incentives for Serious Investment and Export to Companies Operating in the Pharmaceutical Industry.
The issuance of this guide comes as part of the Authority’s commitment to supporting the pharmaceutical investment environment and enhancing the competitiveness of Egyptian pharmaceutical industries. It establishes a clear regulatory framework for evaluating and granting incentives dedicated to serious investment and increasing exports. The guide also constitutes one of the key pillars of the EDA’s long-term plan aimed at supporting the localization of pharmaceutical industries and reducing the likelihood of shortages by strengthening companies’ production capacities and encouraging sustainable investment.
The guide aims to clarify the steps, procedures, and criteria adopted for assessing companies’ plans and encouraging them to localize production and expand their manufacturing and export capabilities, in implementation of the EDA Chairman’s Decree No. 349 of 2025 regarding the establishment of a specialized committee to evaluate and study the granting of incentives for serious investment and export.
The committee is responsible for the following tasks:
1-Reviewing and approving incentive packages designed to support serious investment and export, thereby contributing to encouraging companies operating within the pharmaceutical sector.
2-Evaluating and studying companies’ plans for serious investment and export, including assessing the scale of the plans and the progress achieved in their implementation for each company.
3-Determining companies’ eligibility for incentives based on an objective assessment of investment levels and export volume, and selecting the most appropriate type of incentive for each company based on a comprehensive evaluation.
The Egyptian Drug Authority urges all pharmaceutical sector companies to refer to this guide, as it serves as an essential regulatory reference that ensures transparency, standardizes evaluation procedures, and facilitates access to the prescribed incentives.
